Target Research is a political intelligence and advisory firm focused on Central Asia. We provide independent, judgment-driven analysis to organisations operating in complex political and institutional environments.
Our work supports decision-making where context, incentives, and informal dynamics matter as much as formal structures — across diplomacy, development, and investment.
Who leads the work
Shairbek Dzhuraev is a political scientist specializing in political and institutional dynamics in Central Asia. He holds a PhD in Politics from the University of St Andrews and has over a decade of experience across academia, international organizations, and applied research.
He has led and contributed to advisory assignments for multilateral institutions, development agencies, and research organizations, with a focus on governance, political economy, and regional dynamics. He also founded Crossroads Central Asia, an independent regional think tank.
At Target Research, he leads project design, analytical direction, and quality assurance across engagements.
How we work
Every engagement is scoped in writing before work begins. We maintain a small number of active clients at any one time, which allows for genuine responsiveness and consistent quality. Where project scope requires it, we draw on a trusted network of regional specialists — but analytical direction and final judgment remain with TR’s senior leadership throughout.
We operate independently. Our analysis is not shaped by advocacy agendas, donor preferences, or predefined conclusions. We value discretion, particularly on politically sensitive mandates, and do not disclose client relationships without consent.
